• BOARD OF ETHICS FOR ELECTED OFFICIALS <br /> DATE: September 2, 1992 OPINION NO. 92 -088 <br /> RE: General Travel and Lodging Restrictions <br /> The Board of Ethics for Elected Officials (the "Board ") is <br /> authorized by LSA -R.S. 42:1134 to conduct private investigations, <br /> render opinions and provide reports and information concerning the <br /> administration of the provisions of the Code of Governmental <br /> Ethics. <br /> Complaints have been filed with the Board pursuant to <br /> LSA -R.S. 42:1141A alleging that: <br /> "New Orleans Mayor Sidney Barthelemy, City <br /> Councilman Lambert Boissiere, State Senate <br /> President Samuel B. Nunez, and Jefferson Parish <br /> District Attorney John Mamoulides and their wives <br /> were flown to Hawaii in October by Real Estate <br /> Developer Christopher Hemmeter, who put them up <br /> in his luxurious resort hotels where rooms cost <br /> hundreds of dollars a night. <br /> Hemmeter also flew Governor Edwards and a top <br /> aide to Colorado in his private jet for a weekend <br /> visit this year." <br /> The complaints also suggest that Mr. Hemmeter's plans for a <br /> major real estate development along the New Orleans riverfront <br /> will require the support of a "wide array of officials and <br /> business people." <br /> The Board, with the assistance and full cooperation of the <br /> respondent governmental officials, has conducted a limited <br /> investigation into the allegations contained in the complaints. <br /> 0 <br />
