ETHICS BOARD -
OPINION NO. 92 -088
PAGE 8
Prior to the commencement of the investigation, Governor
Edwards remitted directly to Mr. Robinowitz his check for $825.00
to cover the cost of a first class airline ticket and reasonable
reimbursement for lodging for two nights.
III.
CONCLUSIONS
Mayor Barthelemy and Councilman Boissiere are prohibited
from accepting any thing of economic value for the performance of
the duties and responsibilities of their offices and positions.
Travel by commercial airline between New Orleans, Louisiana
and Hawaii, as well as the lodging and other accommodations, in
connection with the trip, are things of economic value and
accordingly the receipt thereof by the mayor and councilman was
proscribed by Section 1111A of the Code.
In view of the fact that the mayor and the councilman,
prior to this investigation, voluntarily repaid to Mr. Hemmeter an
amount equal to the things of economic value received by them in
contravention of the cited section of the Code, the Board is of
the opinion that no further investigation or action is necessary
or appropriate.
Members of the legislature are likewise prohibited from
receiving any thing of economic value for the performance of the
duties and responsibilities of their office or position, and are
prohibited from receiving any thing of economic value from any
person who, to their knowledge, is seeking for compensation to
influence the passage or defeat of legislation.
