Jefferson Avenue, Room 230 <br /> Covington, Louisiana 70433 <br /> RE: Ethics Board Docket No. 2019-820 <br /> Dear Ms. Kirsch: <br /> The Louisiana Board of Ethics, at its October 18, 2019 meeting, considered your request for an <br /> advisory opinion as to whether advisory members of the First Planning District Workforce <br /> Development Board are required to file Tier 2.1 annual personal financial disclosure statements <br /> pursuant to La. R.S. 42:1124.2.1 and take the annual Ethics training pursuant to La. R.S. 42:1170. <br /> FACTS PROVIDED <br /> You stated that the First Planning District Workforce Development Board was created in compliance <br /> with the Workforce Innovation and Opportunity Act(WIOA) of 2014. The First Planning District <br /> Workforce Development Board provides administration of workforce development activities and <br /> execution of WIOA funds allocated from the U.S. Department of Labor through the State. <br /> You stated that the First Planning District Workforce Development Board recognizes the value and <br /> importance of involving external stakeholders in the development,delivery,and promotion of your <br /> programs and required functions. Therefore, the First Planning District Workforce Development <br /> Board seeks to appoint Advisory Board members to the First Planning District Workforce <br /> Development Board that will represent a cross section of business, education, government and <br /> partner agencies within the tri-parish area not already represented on the board. The Advisory Board <br /> members will be non-voting and will not engage in decision-making related to official board <br /> business. <br /> LAWS <br /> La. R.S. 42:1124.2.1 requires financial disclosure for each member and designee of a board or <br /> commission which has the authority to expend, disburse or invest $10,000 or more of funds in a <br /> fiscal year on or before May 15`h of each year during which the person holds office and the year <br /> following termination of the holding of such office. <br /> Ethics Board Docket No.2009-356-The Board determined that the members of the First Planning <br /> District Workforce Development Board are required to file Personal Financial Disclosure Statements <br /> pursuant to La.
