The Board found James King, in his capacity as an appointed member of the Board of Commissioners of the Concordia Parsih Hospital Service District Number One, violated La. R.S. 42:1112B(5) by particiapting in three transactions involving the Concordia Parsih Hospital Service District Number One in which Dr. Dulam had a substantial economic interest at a time when Dr. Dulam was a party to an existing contract with Mr. King and by reason thereof was in a position to directly affect Mr. King's economic interests.

R.S. 42:1101, et. seq., and <br /> particularly Section 1141 of the Ethics Code, conducted a confidential investigation concerning <br /> information that James King, in his capacity as an appointed member of the Board of <br /> Commissioners for the Concordia Parish Hospital Service District Number One ("Hospital <br /> District"), may have violated Section 1112B(5) of the Ethics Code by virtue of participating in <br /> transactions involving the Hospital District in which Dr. Vikramaditya Dulam had a substantial <br /> economic interest at a time when Dr. Dulam was a party to an existing contract with James King <br /> and was in a position to directly affect his economic interests. <br /> On the basis of information obtained during the investigation,and with the concurrence of <br /> James King,the BOE and James King enter into this Consent Opinion as follows: <br /> I. <br /> PARTIES: <br /> The Parties hereta are: <br /> James King, a person of the full age of majoriiy, domiciled in the Parish of <br /> Concordia, with a last known mailing address af 193 Aimee Road, Ferriday, <br /> Louisiana 71334-9613. <br /> The Louisiana Board of Ethics,an agency of the State of Louisiana,domiciled <br /> in the Parish of East Baton Rouge, with a mailing address of P.O. Box 4368, <br /> Baton Rouge,Louisiana 70821. <br />
