LOUISIANA BOARD OF ETHICS <br /> CONSENT OPINION <br /> RE: IN THE MATTER OF BOARD NO: 2024-113 <br /> ERGON ASPHALT&EMULSIONS,INC. <br /> The Louisiana Board of Ethics ("BOE"), pursuant to the authority contained in the <br /> Louisiana Code of Governmental Ethics (`Bthics Code"), La. R.S. 42:1101, et. seq., and <br /> particularly Section ll41, conducted a confidential investigation concerning information that <br /> Ergon Asphalt & Emulsions, Inc., through its employee Mark S. Hartman, may have violated <br /> Section 1117 of the Ethics Code by virtue of giving Thomas D. "Tommy" Durrett, Jr., the Union <br /> Parish Police Jury Public Works Director, a thing of economic value that he was prohibited from <br /> receiving by Section 1115A(1) of the Ethics Code because Ergon Asphalt&Emulsions, Inc. had <br /> or was seeking to obtain a contractual, business, or financial relationship with his agency, the <br /> Union Parish Police Jury. On the basis of information obtained during the investigation, and with <br /> the concurrence of Ergon Asphalt & Emulsions, Inc., the BOE and Ergon Asphalt & Emulsions, <br /> Inc. enter into this Consent Opinion as follows: <br /> I. <br /> PARTIES: <br /> The Parties hereto are: <br /> Ergon Asphalt & Emulsions, Inc., a non-Louisiana business corporation, <br /> domiciled in Flowood, Mississippi, with a registered office in Louisiana at 3867 <br /> Plaza Tower Dr., Baton Rouge, Louisiana 70816; and <br /> The Louisiana Board of Ethics, an agency of the State of Louisiana, whose <br /> mailing address is P.O.
