LOUISIANA BOARD OF ETHICS <br /> CONSENT OPINION <br /> BD NO: 2024-188 <br /> RE: IN THE MATTER OF GUY MCINNIS <br /> The Louisiana Board of Ethics (the "BOE"), pursuant to the authority contained in the <br /> Louisiana Code of Governmental Ethics (the "Ethics Code"), La. R.S. 42:1101, et. seq., and <br /> particularly Section 1141 of the Ethics Code, conducted a confidential investigation concerning <br /> information that Guy McInnis, in his capacity as Parish President, St. Bernard Parish, Louisiana, <br /> may have (1) violated Section 1111A of the Ethics Code by virtue of receiving payrnents for a <br /> vehicle stipend to which he was not entitled, and(2)violated Section 1112B(4) of the Ethics Code <br /> by virtue of participating in matters relating to Principal Engineering, Inc., a Louisiana limited <br /> liability company ("Principal") while he was negotiating with Principal regarding future <br /> employment. <br /> On the basis of information obtained during the investigation, and with the concurrence of <br /> Mr. McInnis, the BOE and Mr. McInnis enter into this Consent Opinion as follows: <br /> I. <br /> PARTIES: <br /> 'The Parties hereto are: <br /> Guy McInnis, a person of the full age of majority, domiciled in the Parish <br /> of St. Bernard with the last known address of 130 West Avide Street, <br /> Chalmette, Louisiana 70043; and <br /> The Louisiana Board of Ethics, a Louisiana State agency domiciled in <br /> East Baton Rouge Parish whose mailing address is P.O. Box 4368, Baton <br /> Rouge, Louisiana 70821. <br />
