• BOARD OF ETHICS FOR ELECTED OFFICIALS
DATE: September 2, 1992 OPINION NO. 92 -088
RE: General Travel and Lodging Restrictions
The Board of Ethics for Elected Officials (the "Board ") is
authorized by LSA -R.S. 42:1134 to conduct private investigations,
render opinions and provide reports and information concerning the
administration of the provisions of the Code of Governmental
Ethics.
Complaints have been filed with the Board pursuant to
LSA -R.S. 42:1141A alleging that:
"New Orleans Mayor Sidney Barthelemy, City
Councilman Lambert Boissiere, State Senate
President Samuel B. Nunez, and Jefferson Parish
District Attorney John Mamoulides and their wives
were flown to Hawaii in October by Real Estate
Developer Christopher Hemmeter, who put them up
in his luxurious resort hotels where rooms cost
hundreds of dollars a night.
Hemmeter also flew Governor Edwards and a top
aide to Colorado in his private jet for a weekend
visit this year."
The complaints also suggest that Mr. Hemmeter's plans for a
major real estate development along the New Orleans riverfront
will require the support of a "wide array of officials and
business people."
The Board, with the assistance and full cooperation of the
respondent governmental officials, has conducted a limited
investigation into the allegations contained in the complaints.
0
