Ethics Board Docket No. 2021-081 <br /> Page 3 of 9 <br /> 6. <br /> In September of 2018,the St. James Parish Council authorized St. James Parish President <br /> Timothy Roussel to enter into a "Master Service Agreement" with S&W Payroll Services LLC. <br /> Jennifer Davis was the point of contact for St. James Parish on the contract. <br /> 7. <br /> On June 11, 2020, St. James Parish entered into a second agreement with S&W Payroll <br /> Services LLC to continue the payroll services. Jennifer Davis signed the contract on behalf of St. <br /> James Parish. <br /> 8. <br /> On January 18, 2019, Jennifer Davis created Jenn Davis LLC. Jennifer Davis is the sole <br /> member-manager of Jenn Davis LLC. <br /> 9. <br /> On January 20,2019,Jenn Davis LLC entered into a"Cooperative Agreement"with S&W <br /> Payroll Services LLC which provided that Jenn Davis LLC would receive a 5% commission fee <br /> for any clients who were referred to S&W Payroll Services LLC by Jennifer Davis and who entered <br /> into a services agreement with S&W Payroll Services LLC. <br /> 10. <br /> Between August 2019 and October 2020, Jenn Davis LLC received payments totaling <br /> $3,846.90 from S&W Payroll Services LLC. <br /> 11. <br /> None of the payments were related to the contract between S&W Payroll Services LLC <br /> and St. James Parish. <br />
