Ethics Board Docket No. 2022-002 <br /> Page 3 of 8 <br /> 6. <br /> As Grants Fiscal Manager, Ms. Muse-Monis had numerous duties and responsibilities, <br /> which included, but were not limited to, "review[ing] and approv[ing] subrecipient draw requests <br /> for reimbursements. Upon approval, [to] submit the draw requests to the City-Parish via MUNIS, <br /> or designated mode of submission." <br /> 7. <br /> On or around June 3,2021, Ms. Muse-Morris submitted a letter of resignation stating that <br /> her last day at BBR would be June 11, 2021. <br /> 8. <br /> On or around June 14, 2021, Ms. Muse-Morris signed a contract in which she agreed to <br /> render services to BBR as Grants Fiscal Manager at $55 per hour. Mr. Tyson signed the contract <br /> on behalf of BBR. On or around August 13, 2021, the contact was extended. <br /> 9. <br /> The contract's Scope of Services stated that Ms. Muse-Morris would provide services <br /> including, but not be limited to, "review[ing], approving] and enter[ing] requisition in MUNIS <br /> and follow up with the City-Parish during execution; and review, approve, and enter requests for <br /> payment in MUNIS." Ms. Muse-Morris was advised that her contract role would be a transitional <br /> role to help train new employees that were replacing her previous position and training the few <br /> employees that remained after her resignation. <br /> 10. <br /> Among Ms. Muse-Morris' duties as a full-time Grants Fiscal Manager, and later as Grants <br /> Fiscal Manager under contract, was to administer East Baton Rouge City-Parish U.S. Housing and <br />
