LOUISIANA BOARD OF ETHICS <br /> CONSENT OPINION <br /> BOARD NO: 2019-862 <br /> RE: IN THE MATTER OF: <br /> KLAY BECNEL <br /> The Board of Ethics (the "BOE"), pursuant to the authority contained in the Louisiana <br /> Code of Governmental Ethics (hereinafter referred to as the"Ethics Code"), La. R.S. 42:1101, et. <br /> seq., and particularly Section 1141 of the Ethics Code, conducted a confidential investigation <br /> concerning information that Klay Becnel, while employed as Transit Shop Mechanic for St. <br /> .lames Parish Government ("SJPG"), purchased automobile and boat parts with St. James Parish <br /> funds for his personal use or personal gain, as such parts did not fit any vehicles owned by SJPG. <br /> On the basis of information obtained during the investigation, and with the concurrence <br /> of Klay Becnel,the BOE and Klay Becnel enter into this Consent Opinion as follows: <br /> I. <br /> PARTIES: <br /> The Parties hereto are: <br /> Klay Becnel, a person of the full age of majority, domiciled in the Parish of St. <br /> James with a last known address of 19760 Highway 643, Vacherie, Louisiana <br /> 70090; and, <br /> The Louisiana Board of Ethics, a Louisiana State agency domiciled in East <br /> Baton Rouge Parish whose mailing address is P.O. Box 4368, Baton Rouge, <br /> Louisiana 70821. <br />
