R.S. 42:1121(C) provides the following: <br /> No legal entity in which a former public servant is an officer, <br /> director,trustee,partner,or employee shall,for a period of two years <br /> following the termination of his public service, assist another <br /> person, for compensation, in a transaction, or in an appearance in <br /> connection with a transaction in which such public servant at any <br /> time participated during his public service and involving the agency <br /> by which he was formerly employed or in which he formerly held <br /> office. <br /> OPINION <br /> 14. <br /> It is the opinion of the BOE that Patrick C. Morrow, Sr., in his capacity as a member of the <br /> Opelousas General Hospital System Board of Trustees, as well as Patrick Morrow, A Professional <br /> Law Corporation and Morrow, Morrow, Ryan, and Bassett, A Louisiana Partnership violated <br /> La.R.S. 42:1113(B) and La. R.S. 42:1121 of the Code by virtue of the contractual relationship <br /> between the law firms and his agency, which continued after Mr. Morrow's resignation. La. R.S. <br /> 42:1113(B) prohibited the Respondents from entering into or being in any way interested in a <br /> contract with the OGHS Board, Mr. Morrow's agency. T h e B o a r d f u r t h e r c o n t e n d s b y <br /> entering into the Attorney Representation Agreement with the OGHS Board in 2016, while Mr. <br /> Morrow was a sitting Board member, it is the opinion of the BOE, the Respondents violated La. <br /> R.S. 42:1113(B). Additionally, La. R.S. 42:1121 provided a two-year prohibition, within which <br /> the Respondents were prohibited from assisting a person, for compensation, in a transaction in <br /> which Mr. Morrow participated in during his public service. T h e B o a r d f u r t h e r c o n t e n d s <br /> by continuing to provide legal services to the OGHS Board after Mr. Morrow's resignation, it is <br /> the opinion of the BOE that the Respondents violated La. R.S. 42:1121. <br />
