VI. <br /> ORDER: <br /> For the foregoing reasons: <br /> IT IS ORDERED that Bernard Daniels and Joseph Daniels violated La. R.S. <br /> 42:1119 by virtue of the employment of Joseph Daniels in the Utility Department for the <br /> City of Franklin, at a time when Joseph Daniels' immediate family member, Bernard <br /> Daniels, served as the Director of the Utility Department for the City of Franklin. <br /> IT IS ORDERED that Eugene Foulcard, in his capacity as the Mayor of the City <br /> of Franklin, violated La. R.S. 42:1119 by virtue of the employment of Joseph Daniels in <br /> the Utility Department for the City of Franklin, at a time when he knew Joseph Daniels' <br /> immediate family member, Bernard Daniels, served as the Director of the Utility <br /> Department for the City of Franklin. <br /> IT IS FURTHER ORDERED that a $250 civil penalty, payable to the Treasurer <br /> of the State of Louisiana, be imposed upon Bernard Daniels and that in the event of a <br /> failure to pay, that suit may be filed to compel immediate payment of any balance due. <br /> IT IS FURTHER ORDERED that a $250 civil penalty, payable to the Treasurer <br /> of the State of Louisiana, be imposed upon Joseph Daniels and that in the event of a failure <br /> to pay, that suit may be filed to compel immediate payment of any balance due. <br /> IT IS FURTHER ORDERED that a $1,500 civil penalty, payable to the <br /> Treasurer of the State of Louisiana, be imposed upon Eugene Foulcard and that in the <br /> Page 10 of 15 <br /> Ethics Board Docket No. 2020-883 <br />
