Ethics Board Docket No. 2017-1219
V.
OPINION:
It is the opinion of the BOE that Chastity Livingston, in her capacity as a Campus Card
Manager for Grambling State University, violated La. R.S. 42:1111A(1)(a) when she received a
thing of economic value in the form of $14,000, which she was not entitled to receive for the
performance of her duties and responsibilities as a Campus Card Manager
It is the opinion of the BOE that Chastity Livingston, in her capacity as a Campus Card
Manager for Grambling State University, violated La. R.S. 42:1112A when she participated in
improperly transmitting $14,000 from Grambling State University to her Tiger 1 G-Flex
Account, at a time that she knew she had a substantial economic interest in the transfer.
If this matter proceeded to a public hearing before the Ethics Adjudicatory Board, and the
Ethics Adjudicatory Board found a violation of the Code of Governmental Ethics, the Ethics
Adjudicatory Board could impose a fine of up to $10,000 for each violation of the Code. In this
particular situation, it is the conclusion of the Board that the interest of the public would be
served by, and the parties have agreed to resolve this matter amicably through the publication of
this Consent Opinion with the imposition of a civil penalty in the amount of $500.00 against
Chastity Livingston.
[Signatures Contained on Following Pages]
