Ethics Board Docket No. 2021-525 <br /> Page 7 of 11 <br /> OPINION: <br /> It is the opinion of the Board that Brian Bucker,while employed as a teacher and softball <br /> coach at Green Oaks Performing Arts School, violated Section 1113A, which prohibits a public <br /> servant from entering into in a transaction under the supervision or jurisdiction of the agency of the <br /> public servant. <br /> The Caddo Parish School Board is a political subdivision of the state as set forth in its <br /> enabling statute, La. KS. 17:51. It is the governing authority for the School District and the 60 <br /> schools it operates,including the Green Oaks Performing Arts School,and a governmental entity as <br /> defined by Sections 1102(11)and(12)of the Ethics Code.Brian Bucker is an employee of the Caddo <br /> Parish School Board assigned to the Green Oaks Performing Arts School. As an employee of the <br /> school board,Mr. Bucker is a public employee and public servant as defined by the Ethics Code. <br /> As a public servant of Green Oaks Performing Arts School with the Caddo Parish School Board,a <br /> political subdivision of the state,Mr.Bucker's agency is the Green Oaks Performing Arts School <br /> as defined by the Ethics Code. As such,Mr.Bucker was prohibited from entering into a transaction <br /> under the supervision or jurisdiction of his agency,the Green Oaks Performing Arts School. <br /> Mr. Bucker entered into 29 separate transactions by providing t-shirts and related services <br /> to clubs and organizations at and paid for by Green Oaks Performing Arts,which were transactions <br /> under the jurisdiction or supervision of his agency,the Green Oaks Performing Arts School. <br /> Mr. Bucker,by offering his services through H.G.A.Printing to clubs and organizations at <br /> Green Oaks Performing Arts School that were paid for by the school,while he was employed at the <br />
