OPINION: It is the opinion of the Board that Trisean "Sean" Wilson, while serving as the Head of School of the International High School of New Orleans Charter School, violated Section 1119 of the Code. Section 1119 prohibits the employment of immediate family members of agency heads and members of governing authorities. Section 1119C permits the employment of an immediate family member of an agency head provided the immediate family member has been continuously employed for at least one year. Kevin Wilson is an immediate family member as defined by the Code of Trisean"Sean" Wilson by virtue of being his biological brother. Trisean"Sean"Wilson was employed as the Head of School of the International High School of New Orleans Charter School on July 1, 2014, when his brother became an employee of with International High School of New Orleans Charter School. As the Head of School of the International High School of New Orleans Charter School, Trisean "Sean"Wilson was an agency head as defined by the Code. As such,Kevin Wilson could only be employed with the International High School of New Orleans Charter School while his brother served as the Head of School if he had been continuously employed with the school for at least one year prior to Trisean"Sean"Wilson becoming the Head of School on July 1,2014. Therefore,Kevin Wilson's employment as a Lead Maintenance Mechanic and Maintenance Tech with the International High School of New Orleans Charter School was prohibited. In addition, Trisean "Sean" Wilson participated in the hiring process by executing both employment contracts by and between the International High School of New Orleans Charter School and his brother as well as issuing him documentation that his salary was being increased.
