R.S. 42:1102 of the Louisiana Code of Governmental Ethics are <br /> germane to analyzing the findings of fact and the applicable law. <br /> §1102. Definitions <br /> Unless the context clearly indicates otherwise,the following words and terms,when used in <br /> this Chapter, shall have the following meanings: <br /> (2)(a)(i) defines "agency" to mean a department, office, division, agency, <br /> commission,board,committee,or other organizational unit of a governmental entity. <br /> (3) defines"agency head"means the chief executive or administrative officer of an <br /> agency or any member of a board or commission who exercises supervision over the <br /> agency. <br /> (4)defines"assist"means to act in such a way as to help,advise,furnish information <br /> to, or aid a person with the intent to assist such person. <br /> (16)defines"person"to mean an individual or legal entity other than a governmental <br /> entity, or an agency thereof. <br /> 4. <br /> The following provisions proscribe the penalties the Ethics Adjudicatory Board may assess <br /> if the Ethics Adjudicatory Board determines a violation of the Code of Governmental Ethics has <br /> occurred: <br /> §1153. Penalties <br /> B. Upon a determination that any public employee or other person has violated any <br /> provision of any law within the jurisdiction of the Board of Ethics except violations <br /> of the Campaign Finance Disclosure Act which shall be governed by Chapter 11 of <br /> Title 18 of the Louisiana Revised Statutes of 1950, the Ethics Adjudicatory Board <br />
