Ethics Board Docket No. 2014-1278 <br /> Page 3 of 10 <br /> 7. <br /> On January 16, 2019, the First Circuit Court of Appeal issued an Opinion affirming the <br /> EAB's denial of Respondents' Motion for Summary Judgment. Respondents subsequently filed <br /> supervisory writs to the Louisiana Supreme Court, which were denied on April 11, 2019. <br /> 8, <br /> On December 9, 2019,the EAB issued an Order staying all matters pending a resolution to <br /> the declaratory suit at the 19t"Judicial District Court. <br /> 9. <br /> A ruling on the Respondents' Permanent Injunction is currently pending before the 19th <br /> Judicial District Court. <br /> IV. FACTS <br /> 10, <br /> C.J. Savoie Consulting Engineers, Inc. was continuously owned by Clarence Savoie II at <br /> all times pertinent herein. <br /> 11. <br /> In 2010, Clarence J. Savoie II,on behalf of C.J. Savoie Consulting Engineers,Inc., entered <br /> into a"Contract for Professional Engineering Services" ("the Contract")with St. John the Baptist <br /> Parish to perform certain professional engineering services for which the Parish agreed to pay <br /> $120,960 per year for the calendar years 2011 through 2014. The Contract was renewed for <br /> calendar years 2015 through 2018 for the sum of$136,080 annually. <br />
