Ethics Board Docket No. 2014-1278 <br /> Page 4 of 10 <br /> 12. <br /> The St. John the Baptist Parish President, Chief Administrative Assistant, Parish <br /> Department Directors, and the St. John the Baptist Parish Council had the authority to assign work <br /> to Respondents under the Contract. <br /> 13. <br /> The Contract called for Respondents to prepare the scope of work for all engineering <br /> projects requested for the purpose of allowing design engineering firms to submit proposals; <br /> evaluate fees charged by other engineering firms prior to execution of any additional engineering <br /> contracts; evaluate proposals submitted by engineering firms;prepare monthly written reports and <br /> recommendations on Parish projects, monitor all construction projects, review modifications, and <br /> prepare specifications and minimal sets of plans for each street or road being proposed for <br /> reconstruction by the Parish. <br /> 14. <br /> Subsequent to the Contract,Respondents entered into ten additional contracts with St.John <br /> the Baptist Parish to perform engineering services on specific Parish projects, for which <br /> Respondents received compensation from the Parish outside of the payments related to the <br /> Contract. Respondents also received payments from the Parish as a result of the Contract for the <br /> ten specific projects after a vote of approval from the Parish Council as per the Contract. <br /> 15. <br /> The Contract between Respondents and St. John the Baptist Parish has been terminated <br /> and Respondents are no longer providing engineering services to St. John.the Baptist Parish. <br />
