PROVISIONS OF LAW <br /> 10. <br /> La. R.S. 42:1116(A): No public servant shall use the authority of his office or position, <br /> directly or indirectl_y, in a manner ir.tended to compel or r,oerce any nerson or other public servant <br /> to provide himself, or other person with anything of economic value. <br /> 11. <br /> La. R.S. 42:1102 provides the following relevant definitions: <br /> (18) "Public employee" means anyone, whether compensated or note, who is <br /> (i) An administrative officer or official of a governmental entity who is not <br /> filling an elective office. <br /> (ii) Appointed by any elected official when acting in an official capacity, <br /> and the appointment is to a post or position wherein the appointee is to serve <br /> the governmental entity or an agency thereof, either as a member of an <br /> agency, or as an employee thereof. <br /> (iii) Engaged in the performance of a governmental function. <br /> (iv) Under the supervision or authority of an elected official or another <br /> employee of the governmental entity. <br /> (19) "Public servant"means a public employee or an elect�;d official. <br /> (22)(a) "Thing of economic value" means money or any other thing having <br /> economic value. <br /> 12. <br /> The Ethics Adjudicatory Board has defined "compel" as "to cause to do or occur by <br /> overwhelming pressure" and has defined "coerce" as "to achieve by force or threat." <br />
