Docket No. 2024-051 <br /> Page 5 of 8 <br /> V. OPINION <br /> It is the opinion of the BOE that Kenneth Pickett, Sr.,in his capacity as Mayor of the Town <br /> of Mansura, violated La. R.S. 42:1116(A) by virtue of his attempt to use his position within the <br /> Town of Mansura to coerce or compel Mansura Police Department Officers to overlook his son's <br /> alleged violations of criminal laws in order to avoid criminal charges and costs associated with the <br /> defense of those alle�ed violations ��f criminal laws. <br /> If this matter proceeded to a public hearing before the Ethics Adjudicatory Board ("EAB"), <br /> and the EAB found a violation of the Ethics Code,the EAB could impose a fine of up to $10,000 <br /> pursuant to La. R.S. 42:1153. <br /> In this particular matter,the parties have agreed to resolve this matter amicably. Therefore, <br /> it is the conclusion of the BOE that the interests of the public and judicial efficiency would be <br /> served through the publication of this Consent Opinion with the imposition of a $1,000 civil <br /> penalty against Kenneth Pickett, Sr. <br /> VI. ORDER <br /> For the foregoing reasons: <br /> IT IS ORDERED Lhat Kenneth Pickc;tt, Sr., in his capacit�� as Mayor �f the Town of <br /> Mansura,violated La.R.S.42: 1116(A)by virtue of his attempt to use his position within the Town <br /> of Mansura to coerce or compel Mansura Police Department Officers to overlook his son's alleged <br /> violations of criminal laws in order to avoid criminal charges and costs associated with the defense <br /> of those alleged violations of criminal laws. <br /> IT IS FURTHER ORDERED that a$1,000 civil penalty, payable to the Treasurer of the <br /> State of Louisiana, be imposed upon Kenneth Pickett, Sr. and that in the event of a failure to pay, <br /> a suit may be filed to compel immediate payment of any balance due. <br />
