LOUISIANA BOARD OF ETHICS <br /> IN THE MATTER OF JEROME RICHARD CONSENT ORDER NO:2016-908 <br /> The Louisiana Board of Ethics ("the Board"), after conducting a confidential <br /> investigation pursuant to La.R.S. 18:1511.4, finds the following in regard to Jerome Richard: <br /> 1. <br /> Jerome Richard was elected State Representative, 55th District, State of Louisiana, on <br /> October 24, 2015.This election resulted in Jerome Richard's third consecutive term of office in <br /> the Louisiana House of Representatives. <br /> 2. <br /> From January 1,2012 until July 31,2016,Jerome Richard used approximately$37,000 in <br /> campaign funds for his personal use to fund a gambling habit or to pay debts he could not pay <br /> because of his gambling. <br /> 3. <br /> La. R.S. 18:1505.2I(1)provides that contributions received by a candidate or a political <br /> committee may be expended for any lawful purpose,but such funds shall not be used,loaned,or <br /> pledged by any person for any personal use unrelated to a political campaign or the holding of a <br /> public office. <br /> 4. <br /> La. R.S. 18:1505.2J(1) provides that any candidate, treasurer, or chairman of a political <br /> committee who violates any provision of Subsection H or I of this Section shall be assessed a <br /> penalty of not more than five thousand dollars or the amount of the violation, whichever is <br /> greater, except that the penalty for a knowing and willful violation shall not be more than ten <br /> Page 1of6 <br />
