16. <br /> Feliciana J & B Industries, LLC submitted invoices to the Court for the drug screening <br /> services and products provided by the laboratories in connection with the Drug Court Program,most <br /> of which were approved, for accounting purposes, by Ms. Brumfield. The Court issued checks <br /> directly to Feliciana J &B Industries, LLC, which Ms. Brumfield co-signed all but one, with the <br /> other signature being that of one of the judges of the Court, on behalf of the Court. <br /> 17. <br /> J &B Industries, LLC issued payments directly to the laboratories for the expenses related <br /> to the Drug Court Program, for which it was reimbursed by Feliciana J &B Industries, LLC. <br /> 18. <br /> Since approximately July 1,2015,Feliciana J&B Industries, LLC has paid the employees <br /> and laboratories directly for the drug screening services and products provided in connection with <br /> the Drug Court Program. <br /> 19. <br /> If called to testify, Ms. Brumfield would state that, from the inception of the Drug Court <br /> Program in 1998, drug screening services were provided for the Drug Court Program by other <br /> providers,the last being a local hospital. Many years later, the hospital informed the Court that it <br /> no longer was willing to provide these services. There was no other facility in the area available to <br /> provide drug screening services. After consultation with the then Drug Court Coordinator of the <br /> Louisiana Supreme Court and with his approval,the Court began to utilize the services of Brandon <br /> Andrews and J&B Industries,LLC to perform drug screening services in connection with the Drug <br /> Court Program. <br /> Page 4 of 9 <br />
