4. <br /> Bernard Daniels' agency as defined by La. R.S. 42:1102(2) is the Utility <br /> Department. <br /> 5. <br /> Bernard Daniels and Joseph Daniels are biological brothers. Joseph Daniels is an <br /> immediate family member of Bernard Daniels as defined by La. R.S. 42:1102(13). <br /> 6. <br /> Upon the recommendation of Joseph Jones, Eugene Foulcard, Mayor of Franklin, <br /> authorized the employment of Joseph Daniels on November 30, 2020 as a laborer in the <br /> Sewer Collections Division with the Utility Department. <br /> 7. <br /> Eugene Foulcard, while acting as Mayor of the City of Franklin and upon the <br /> recommendation of Joseph Jones, the Supervisor of the Sewer Collections Division, <br /> authorized the employment of Joseph Daniels knowing that he was the brother of Bernard <br /> Daniels, who was the Utilities Director. <br /> 8. <br /> Joseph Daniels received an hourly salary of $15.00 as a laborer in the Sewer <br /> Collections Division of the Utility Department for the City of Franklin. <br /> Page 4 of 15 <br /> Ethics Board Docket No. 2020-883 <br />
