S ETHICS BOARD <br /> OPINION NO. 92 -088 <br /> PAGE 4 <br /> informational purposes outside the State is "reasonable," the <br /> Board recently ruled that it would consider the following factors: <br /> a) the primary purpose of the trip, <br /> b) the total distance travelled, <br /> c) the method of transportation utilized, <br /> d) the length of the trip in terms of hours or <br /> days, <br /> e) the involvement or exclusion of other people <br /> on the trip and the motives for such <br /> inclusion, <br /> f) all activities engaged in by the legislators <br /> during the trip, and <br /> g) any other deemed relevant by <br /> the Board. <br /> • <br /> Lodging is not included in the exception for "reasonable <br /> transportation" and therefore is a "thing of economic value. „3 <br /> II. � <br /> FINDINGS <br /> On the basis of the investigation, and for the purposes of <br /> this opinion, the Board makes the following findings: <br /> "The Trip To Hawaii” <br /> During September of 1991, developer Christopher Hemmeter <br /> invited Mayor Barthelemy, Councilman Boissiere, and Senator Nunez, <br /> together with their wives, to travel to Hawaii. The stated <br /> 2 Ethics Board Docket No. 92 -077. <br /> 3 There are two other exceptions in the Code that apply only to <br /> legislators, neither of which is involved in this proceeding. <br /> One allows legislators to accept gifts involving cultural or <br /> sporting events where the value does not exceed $50 per event or <br /> $300 per year. R.S. 42:1123(13). The other allows legislators <br /> 411 to accept transportation, lodging, food and drink in connection <br /> with a "public speech." This acceptance must be disclosed by the <br /> legislator. R.S. 42:1123(16). <br /> Z <br />
