• ETHICS BOARD <br /> OPINION NO. 92 -088 <br /> PAGE 5 <br /> purpose of this trip was to familiarize these governmental <br /> officials with resorts and tourist attractions that Mr. Hemmeter <br /> had developed, as he was considering the development and <br /> construction of comparable resort and tourist facilities near the <br /> riverfront in the City of New Orleans. <br /> The invitation was accepted and, on Sunday, October 20, <br /> 1991, the elected officials, as well as spouses, flew by <br /> commercial airline, from New Orleans to Hawaii returning to New <br /> Orleans on Wednesday, October 23, 1991. <br /> While in Hawaii, the elected officials engaged in a series <br /> of conferences, interviews and site visits. Meetings were held <br /> • with the governor of Hawaii, with mayors of several Hawaiian <br /> cities and with other state and local officials as well as with <br /> businessmen and other interested and concerned persons. <br /> In Hawaii, these elected officials and spouses stayed in <br /> several facilities owned by Mr. Hemmeter and an effort was made to <br /> evaluate the different developments. The elected officials have <br /> stated that this was viewed as an opportunity to evaluate <br /> facilities comparable to those that Mr. Hemmeter seeks to <br /> construct in New Orleans. The expenses of commercial air <br /> transportation, lodging and food were paid by Mr. Hemmeter. <br /> District Attorney Mamoulides was not invited by Mr. <br /> Hemmeter to travel to Hawaii for the purpose stated above. Rather, <br /> • Mr. Mamoulides has informed the Board that a business associate of <br /> Mr. Hemmeter, Mr. Daniel Robinowitz, with whom Mr. Mamoulides had <br /> a personal friendship and relationship, invited Mr. Mamoulides to <br />
