Ethics Board Docket No. 2023-882 <br /> Page 2 of 9 <br /> II. <br /> JURISDICTION: <br /> l. <br /> The BOE is an agency of the State of Louisiana domiciled in East Baton Rouge Parish. <br /> 2. <br /> The BOE is authorized to offer a Consent Opinion to Baja Enterprises of Lockport LLC by <br /> virtue of La. R.S. 42:1141C(3)(� ofthe Ethics Code. <br /> III. <br /> FINDINGS OF FACT: <br /> 1. <br /> The Lockport Volunteer Fire Company ("LVFC") was registered as a non-profit <br /> corporation with the Louisiana Secretary of State on June 1, 1942. The LVFC's board of directors, <br /> fire chief, and general members are all volunteer firefighters who do not receive compensation for <br /> their service. <br /> 2. <br /> The Lafourche Parish Police Jury, now the Lafourche Parish Council, created the <br /> Lafourche Parish Fire Protection District No. 2 ("Fire District 2")by adopting a resolution on May <br /> 13, 1953. Section 34-109 of the Lafourche Parish Code of Ordinances states that the dolnicile of <br /> Fire District 2 is the Lockport Volunteer Fire Department Central Station in the Town of Lockport, <br /> Louisiana. <br /> 3. <br /> Fire District 2 does not employ its own firefighters. LVFC's volunteer firefighters perform <br /> the �re protection, emergency, and medical services within the territorial boundaries of Fire <br />
