Ethics Board Docket No.2021-726 <br /> Page 2 of 6 <br /> 2. <br /> The BOE is authorized to offer a Consent Opinion to Lisa Cooper by virtue of Section <br /> 1141C(3)(f) of the Ethics Code. <br /> III. <br /> FINDINGS OF FACT: <br /> 3. <br /> On October 3 2005, Lisa Cooper ("Ms. Cooper") was hired by the Town of Cottonport <br /> Housing Authority as a clerk to collect rent payments from tenants. <br /> 4. <br /> On January 28, 2020, the Board of Commissioners for the Cottonport Housing Authority <br /> terminated Ms. Cooper's employment due to a loss of deposits. <br /> 5. <br /> The United States Attorney's Office for the Western District of Louisiana confirmed that <br /> Ms. Cooper was under federal investigation, which indicated that Ms. Cooper received payments <br /> from tenants with the Cottonport Housing Authority in the form of money orders, with the payee <br /> and payor lines blank. She would then populate the payee lines with names of her family members, <br /> put herself as payor, and deposited that money into her accounts. <br />
