LEADERS Vendor Full Pack (updated January 2026): The LEADERS Vendor Pack is for software developers only. It is intended for use by program vendors who wish to enable their products to file electronically with the Louisiana Board of Ethics. This ZIP file contains the required DLLs, EXEs, and documentation to create and validate a PDP file using a commercial software program and to file it electronically.
LEADERS PDP — Web-based LaLoad and LaPrint: Leaders PDP is a web based system that can validate, print/preview, and electronically file reports in the PDP file format. A valid e-filing username/password is required to access this system.
An Electronic Filing Affidavit will be required in order to obtain a Filer ID and Password for any filer wishing to electronically submit reports prepared using third-party software developed using this Vendor Pack.
