LEADERS Online: Browser-Based Filing System

LEADERS Online is currently only available for Candidates.  If you already have a username/password to electronically file campaign finance reports and would like to use this browser based filing system, please contact LEADERS tech support at 225-219-5600 to be granted access to the system.

An Electronic Filing Affidavit will be required in order to obtain a Filer ID and Password in order to electronically submit reports.

LEADERS Vendor Full Pack
The LEADERS Vendor Pack is for software developers only. It is intended for use by program vendors who wish to enable their products to file electronically with the Louisiana Board of Ethics. This ZIP file contains the required DLLs, EXEs, and documentation to create and validate a PDP file using a commercial software program and to file it electronically.

LEADERS Vendor LaLoad Utility
LaLoad is used to upload a PDP file generated by a third party software vendor. A filer ID and password are required before a file can be uploaded. This is a zip file that contains the exes and all required supporting files for the LaLoad utility.

LEADERS Vendor LaPrint Utility
LaPrint is used to print a report from a PDP file. It does not recognize the MON report code, and cannot be used to print a monthly PAC report that uses that report code. This zip file contains the exes and all required supporting files for the LaPrint utility.

An Electronic Filing Affidavit will be required in order to obtain a Filer ID and Password for any filer wishing to electronically submit reports prepared using third-party software developed using this Vendor Pack.
